Consultation on draft guidance to food regulators in conducting their compliance, monitoring and enforcement activities

The Implementation Subcommittee for Food Regulation (ISFR) is updating its guidance on compliance, monitoring and enforcement. This updated material will provide guidance to food regulators in conducting their compliance, monitoring and enforcement activities.

The updated guidance will establish expectations for industry stakeholders on the approach taken by food regulators to compliance, monitoring and enforcement. In this context, ISFR sought comments from stakeholders on the draft revised guidance on compliance, monitoring and enforcement.

The updated guidance material is centred on a compliance and enforcement continuum as outlined in the consultation paper provided below.

  • Generating compliance
  • Monitoring compliance
  • Responding to non-compliance
Food regulators are undertaking activities in support of all three areas on a continual basis and in an inter-connected manner.

The updated draft guidance outlines the various activities and tools that may be used during each stage of this continuum and provides the rationale and examples.

The ISFR working group considered the ten submissions received from industry, public health and government stakeholders. The revised guidance material on compliance, monitoring and enforcement was finalised in early 2018 and is available here.
